Use File Manager from cPanel or a similar page, provided by your host, and check if the file administrator/cache/autoload_psr4.php exists. That file is created and maintained by Joomla. Joomla needs to be able to access the file autoload_psr4.php because it contains the namespace map, the locations of all the PHP classes.
Talk to the support team of your host and convince them to update their open_basedir rules and allow access to the file autoload_psr4.php.
